wilkijs - I agree with you about how hectic some of the coastal towns can get in high season. We fell in love with Kotor Bay and we loved staying in Perast. There were quite a few tourists in mid-August, but it was quiet at night and early in the morning. We were back the first few days in September and had the place practically to ourselves. June or September would probably be ideal times to visit. Did you get to Stari Bar, just outside of Bar? It was a lot of fun to walk around the ruins of the old town.

Kotor Bay get's my vote - we visited the towns of Bar and Budva and they were SOOO busy it was difficult to feel relaxed. I agree that some developments are unsympathetic to the Old Towns and there is an air of the Costa del Sol with an Eastern twist. Nice to visit and equally nice to escape from at the end of the day!
