Marine Park for Scotland?

Things are no clearer at the end of a 3 month consultation period over the possible creation of the UKs first marine park on the west coast of Scotland. Would a marine park be of social and economic benefit? Fishermen are strongly against the proposal as they fear it place further restrictions what they can catch. Crofter says it will affect their farming and housing as the park could extend up to tw0 kilomtres inland. Conservationist claim it would safeguard the marine life.
I am not sure what to make of the whole thing. I think the biggest worry is that it will be an other layer of bureaucracy for the local people if a Park Board is set up. However should we accept that steps have to be taken to preserve our natural heritage?
Would having Marine Parks led to an increase in visitor numbers? Surely this would bring benefits to the local economy.
New Zealand’s Department of Conservation is responsible for 30% of the total area of the country which includes 19 marine reserves. It seems to be about balance. The DOCs remit is to protect these areas while allowing public access that does not endanger the preservation of the natural state of the area.
