CAA to increase charges for airlines at Heathrow

The Civil Aviation Authority is to increase charges at London Heathrow. by inflation plus an additional 4 - 8% per year froom 2008 to 2013. The cumulative effect of this will be a 50% increase in charges over 5 years. I assume that this cost will be met by UK passengers, who already be faced higher air passenger duty from February 2007.
Do you feel that the air passengers are the cash cows of the current period?
